Overview

Context

The CF is committed to maintaining high levels of operational effectiveness and readiness.

To achieve high levels of operational effectiveness and readiness, CF members are required to be physically fit and able to perform general military, common defence and security duties, as well as meet the demands of their military occupation.

Physical fitness is a minimum operational standard as set out in DAOD 5023-1, Minimum Operational Standards Related To Universality of Service.

Participation

CF members of the Regular Force and Primary Reserve shall participate in regular physical fitness training. COs are responsible to ensure that CF members are provided opportunities to conduct physical fitness activities during normal working hours when circumstances permit. When this is not feasible, CF members should conduct physical fitness activities outside normal working hours. As general guidance, physical fitness activities should be conducted in 60-minute sessions, a minimum of five times per week.

Report/Form Requirements

Health appraisal questionnaire

All CF members shall complete a health appraisal questionnaire prior to attempting a physical fitness evaluation.

If there are indications of a health problem, a medical referral shall be made to a CF medical care provider to confirm the CF member's ability to attempt the complete evaluation or to be exempted from the evaluation.

The medical referral shall be ordered by Form DND 582, Medical Examination, or Form DND 2206, FF PFMP - Medical Referral, as applicable.

Evaluation report form

The results of the physical fitness evaluation of a CF member shall be reported by 31 March on one of the following evaluation forms, as applicable:

  • Form DND 279;

  • an approved environmental physical fitness evaluation form; or

  • an approved military occupation physical fitness evaluation form.

HRMS input

The CO of a CF member shall:

  • ensure that the results of the CF member's physical fitness evaluation are entered into the fitness panel of the HRMS by 31 March; or

  • indicate why an evaluation was not conducted.

Personnel evaluation report annotation

The results of the physical fitness evaluation shall be reported on the CF member's personnel evaluation report in accordance with direction in the CF Personnel Appraisal System Manual.

Claim of Disability

Form DND 279 or the approved environmental or military occupation physical fitness evaluation form, as applicable, may be used to assist a CF member with a claim for a disability or other benefit resulting from a physical fitness program injury.

The CF member should be aware that if an application for a disability pension or other benefit is made to Veterans Affairs Canada:

Reporting of Injury or Death

The reporting of an injury or death arising from a physical fitness program shall be made in accordance with DAOD 7002-3, Investigative Matters and References.

Physical Fitness Standards

General

Physical fitness standards are based on, and have been scientifically validated against, the performance requirements of general, environmental, military occupation and operational duties.

Common Military Tasks as a Basis for Minimum Physical Fitness Standards

The MPFS are derived from the following five common military tasks which a CF member might be expected to perform in a time of emergency:

Physical Fitness Testing Categories

The CF recognizes that different physical fitness standards are required for the performance of a range of general, environmental, military occupation and operational duties in the CF. The four physical fitness testing categories are set out in the following table:

MPFS

    • are subject to an environmental or military occupation standard that has been assessed by the CFPSA as equal to or higher than the MPFS; and

    • have met the applicable environmental or military occupation standard during the assessment period.

Environmental standard

  • on an annual basis by CF members actively serving in or posted to an environment.

  • by CF members prior to a specific operational deployment.

Alternative Protocol

Using Form DND 582, Medical Examination, a CF medical care provider may authorize the step test approved by the CFPSA as an alternative protocol in place of the 20 meter shuttle run. The CF member's CO shall ensure that the CF member is given an opportunity to attempt the step test.

Modification to MPFS Testing Protocol

If a CF member is unable on a permanent basis to perform the specific testing protocol set out in the CF EXPRES Operations Manual, CFPSA may authorize a minor modification to the protocol or an alternate testing protocol.

Exemptions from Physical Fitness Evaluation

General

The CF recognizes that exemptions from physical fitness evaluation should be provided in specific circumstances as set out in the following blocks.

Exemption from MPFS Evaluation

A CF member is exempt from MPFS evaluation during an assessment period if the CF member:

Note - For purposes of the annual personnel evaluation report, personnel readiness verification and the fitness panel in the HRMS, the physical fitness tests for the following are considered to have standards equal to or higher than the MPFS incentive standard:

CF EXPRES Incentive Program Exemption

A CF member who is required to complete the MPFS is exempt if the CF member qualifies for an exemption under the CF EXPRES incentive program, as set out in the Canadian Forces EXPRES Operations Manual.

The CF EXPRES incentive program applies to the general military standard and is designed to promote a superior level of physical fitness. To qualify for an exemption from evaluation, a CF member is required to meet the MPFS for all components of the EXPRES evaluation while also attaining the designated incentive standard.

The exemption from evaluation under the CF EXPRES incentive program applies only to one assessment period. The results are valid for a period of 730 days beginning on the date on which the incentive standard is achieved.

An exemption from evaluation is recorded on Form DND 279 by the PSP evaluator and in the fitness panel in the HRMS.

Exemption from Environmental or Military Occupation Evaluation

A CF member who is required to meet an environmental or military occupation standard:

A CF member who is required to meet the MPFS is exempt from that evaluation if otherwise exempt in accordance with the Exemption from MPFS Evaluation block.

Exemption Requests

DGMP may approve, in exceptional operational circumstances, the exemption of a CF member from an annual physical fitness evaluation. Requests for an exemption are to be submitted through the chain of command to DGMP. Documentation of an exemption is placed on the CF member's file and recorded in the fitness panel in the HRMS.

Exemption due to a Temporary MEL

Any temporary MEL that may prevent the complete physical fitness evaluation of a CF member shall be set out by a CF medical care provider in Form DND 582, Medical Examination.

If a CF member is assigned a temporary MEL that prevents a complete physical fitness evaluation during the entire assessment period, the personnel evaluation report of the CF member shall be annotated as "medically excused". However, if the MEL only applies to part of the assessment period but prevents a complete evaluation by 31 March and the CF member was not evaluated during the assessment period prior to the period of the MEL, the report shall be annotated as "not tested", with an explanation in the narrative of the report.

When a temporary MEL that prevents a complete physical fitness evaluation expires and the CF member does not have valid test results (see the Period of Validity of the Results of a Physical Fitness Evaluation block), a CO shall approve a period, following the date of expiry of the MEL, of up to 90 days as requested by the CF member, in which the CF member is to successfully complete the applicable evaluation.

Exemption due to a Permanent MEL

If a CF member is assigned a permanent MEL that prevents a complete physical fitness evaluation, the CF member shall be subject to an AR to determine suitability to serve. The personnel evaluation report of the CF member shall be annotated as "medically excused".

Failure to Achieve Physical Fitness Standards

Action by CO

If a CF member fails to meet the MPFS or complete the CMTFE, or is not evaluated, the CF member's CO shall examine the circumstances to determine the reasons.

If the CO determines that the CF member failed or was not evaluated for reasons within the CF member's control, the CO shall:

Remedial measures under the Action by CO block may also be initiated by an officer designated by the CO or any other initiating authority set out in the Initiating Authority Table block in DAOD 5019-4.

Release or Recommendation for Release

Following an AR conducted under DAOD 5019-2, Administrative Review, a CF member is normally released or a recommendation for release made, as applicable, if a CF member:

Remedial Physical Fitness Training and Re-evaluation

A CF member who fails to meet the applicable physical fitness standard or complete the CMTFE for reasons within the CF member's control shall be placed in a remedial physical fitness training program and re-evaluated. The following table sets out the criteria for remedial physical fitness training and re-evaluation timelines:

Remedial Physical Fitness Training Re-evaluation Timelines

A CF member should consult with a PSP physical fitness advisor, if available, regarding remedial physical fitness training prior to a physical fitness evaluation or re-evaluation if the CF member:

  • has failed the MPFS or CMTFE for reasons within the CF member's control; or

  • is ordered to attempt the MPFS because of a failure to meet an applicable environmental or military occupation standard for reasons within the CF member's control.

A CF member who is placed in a remedial physical fitness training program:

  • is normally in the remedial program for a twelve-week period; and

  • re-evaluated upon completion.

If service requirements preclude adequate remedial physical fitness training during the twelve-week remedial physical fitness training period, the period may be extended but the total period shall not exceed six months.

With the agreement of the CF member and the CF member's CO, in consultation with the applicable PSP physical fitness advisor and CF medical care provider, the CF member may be evaluated before the end of the twelve-week period.

Request for CMTFE

A CF member who, for reasons within the CF member's control, cannot meet the MPFS, an environmental standard or a military occupation standard may request evaluation by completion of the five common military tasks (the CMTFE).

The CMTFE may only be requested in accordance with applicable steps set out in the CF Members Subject to the MPFS block, the CF Members Subject to an Environmental Standard block or the CF Members Subject to a Military Occupation Standard block.
