Identification

Application: This DAOD is a directive that applies to employees of the Department of National Defence (“DND employees”) and an order that applies to officers and non-commissioned members of the Canadian Forces (“CF members”).

Definitions

Alternative Energy (énergie de remplacement)
Alternative energy means wind, solar, thermal or biomass.

Note – Alternative energy is used to mitigate the use of fuel products.
Alternative Fuel (carburant de remplacement)
Alternative fuel means any:
  • product used in place of conventional gasoline or diesel fuel, including compressed natural gas, liquefied natural gas, propane, hydrogen, chemically stored electricity, methanol or ethanol; or
  • liquid hydrocarbon that has been reformulated, blended with oxygen-rich components or otherwise altered to comply with environmental regulations, including any reformulated fuel, ethanol-blended fuel (e.g. E10 to E85), synthetic fuel or biodiesel.

Fuel (carburant)
Fuel means any form of matter that is combusted or oxidized for the generation of energy propulsion, power generation or heat, and includes aviation fuel, marine distillate fuel, automotive diesel, gasoline and heating oil. Lubricant (lubrifiant)
Lubricant means any grease, hydraulic fluid, oil, corrosion preventive compound or related specialty product.
Petroleum Handling Equipment (PHE) (équipement pétrolier)
Petroleum handling equipment means any bladder, coupling, hose, pump, filter, jerry can or related equipment necessary for the handling of fuels and lubricants (F&L).

Chief of the Defence Staff

  • set stocking levels for strategic fuel reserves; and
  • approve quantity and sourcing assumptions.

ADM (Mat)

  • approve F&L policy;
  • approve funding for F&L program management;
  • designate a single F&L program authority within ADM(Mat);
  • establish an F&L implementation plan;
  • oversee F&L training; and
  • direct F&L reporting mechanisms and other tools.

ADM (Infrastructure and Environment)

  • establish standards, technical direction and advice on the engineering, construction and maintenance of F&L storage facilities;
  • provide technical direction and advice on the environmental impact of the storage, use and disposal of F&L, in accordance with DAOD 4003-2, Environmental Assessment; and
  • approve the use of fuel in the support of fire fighting training.

ADM (Information Management)

  • issue policy instruments that govern the information management and information technology components of the F&L program, and monitor compliance with the instruments; and
  • approve the DND and the CF policy on radio frequency spectrum relating to the hazards of electromagnetic radiation for ordnance, fuel and personnel.

ADM (Mat) and environmental chiefs of Staff (ECSs)

  • lead initiatives permitting the use of alternative fuels, additives, fuel efficiency and F&L standardization, including training, energy and environment (green procurement), standard item variation and integration of NATO policy (e.g. the SFP).

ECSs

  • approve the quantity of local reserves;
  • authorize funding for local use and management of F&L; and
  • rationalize fuel infrastructure in the DND and the CF, except those needed for unique security reasons or when commercial assets are uneconomical.

operational commanders, officers commanding commands or formations, and commanding officers of units

  • issue local orders, procedures and directives for the control and regulation of F&L.

DFL

  • advise on the quantity and sourcing assumptions;
  • lead all elements of the F&L program on behalf of ADM(Mat); and
  • act as the lead organization for fuel contracting on behalf of the DND.

Director Materiel Policy and Procedures

  • oversee F&L materiel management policy development and promulgation.
