DAOD 3014-0, Fuels and Lubricants
Identification

Application: This DAOD is a directive that applies to employees of the Department of National Defence (“DND employees”) and an order that applies to officers and non-commissioned members of the Canadian Forces (“CF members”).

Definitions
- Alternative Energy (énergie de remplacement)
- Alternative energy means wind, solar, thermal or biomass.
Note – Alternative energy is used to mitigate the use of fuel products. - Alternative Fuel (carburant de remplacement)
- Alternative fuel means any:
- product used in place of conventional gasoline or diesel fuel, including compressed natural gas, liquefied natural gas, propane, hydrogen, chemically stored electricity, methanol or ethanol; or
- liquid hydrocarbon that has been reformulated, blended with oxygen-rich components or otherwise altered to comply with environmental regulations, including any reformulated fuel, ethanol-blended fuel (e.g. E10 to E85), synthetic fuel or biodiesel.

- Fuel means any form of matter that is combusted or oxidized for the generation of energy propulsion, power generation or heat, and includes aviation fuel, marine distillate fuel, automotive diesel, gasoline and heating oil. - Lubricant (lubrifiant)
- Lubricant means any grease, hydraulic fluid, oil, corrosion preventive compound or related specialty product.
- Petroleum Handling Equipment (PHE) (équipement pétrolier)
- Petroleum handling equipment means any bladder, coupling, hose, pump, filter, jerry can or related equipment necessary for the handling of fuels and lubricants (F&L).
Policy Direction
Context
F&L are strategic resources for the DND and the CF. The integration of F&L efficiency into weapons systems, materiel acquisition and support (MA&S), and green procurement processes:
- contributes to operational effectiveness;
- minimizes personnel injury and death;
- minimizes cost and materiel losses;
- mitigates environmental impact; and
- complies with legislative requirements.
Areas covered by NATO Standardization Agreements (STANAGs) governing F&L include the standardization of:
- data capture;
- petroleum, oil, lubricants, alternative products and PHE;
- testing, acquisition, storage, distribution and disposal;
- research and development (R&D);
- alternative fuels and alternative energies;
- minimizing inventory levels; and
- ownership of storage infrastructure.

Policy Statement
The DND and the CF are committed to managing F&L in a manner that:
- supports domestic and international missions by permitting the successful and efficient employment of DND employees and CF members;
- meets, as a minimum, applicable national and local laws and international standards;
- is compatible with international agreements governing F&L; and
- ensures DND employees and CF members are aware of, and strictly adhere to, the laws, orders and directives relating to F&L.
Requirements
The DND and the CF shall:
- ensure the availability of F&L data through the integration of various systems;
- develop and implement a management program for F&L, including R&D, acquisition and life cycle management;
- participate in F&L and PHE standardization activities;
- maximize the use of commercial infrastructure in supporting domestic operations;
- maximize the use of commercial infrastructure, host nation support and fuel exchange agreements for deployed operations;
- integrate fuel efficiency as a requirement for all equipment types during the equipment life cycle, including requirements definition, the MA&S process and operations; and
- identify DND employees and CF members involved in F&L activities and provide them with appropriate F&L training in respect of:
- innovation;
- handling and storage;
- continuous improvement;
- key performance indicators;
- energy conservation;
- sources of alternate fuels and alternate energies; and
- interoperability.
